Duties

Help
  • Plan and conduct research in a series of phases and studies for problems which are sometimes difficult to define or for which there is no prior analog.
  • Utilize sophisticated research techniques with emphasis on discovering and synthesizing knowledge to support planning frameworks, policy making, public engagement, and/or management applications.
  • Integrate scientific principles with a wide range of advanced analytical approaches and incorporate novel and innovative methods to conduct research.
  • Collaborate with researchers from other disciplines and institutions (e.g., universities, federal agencies, tribes, NGOs) and varied publics to propose, plan, carry out and report research.
  • Disseminate research results through multiple avenues such as lectures, scientific journals, technical reports and research papers, conferences, popular literature, and direct interactions with groups interested to use research results.
  • Develop strategies for understanding and addressing problems through adapting, confirming, or modifying existing scientific theory or methodology.
  • Develop lines of research using methods and tools that can be translated into meaningful investigation on the relevance of outdoor/natural/public lands and spaces to communities who have been historically underrepresented and/or under-resourced.
  • Integrate science on social/cultural systems and ecological systems to answer important questions related to the management of outdoor/natural/public lands and spaces.
  • Lead knowledge transfer and community engagement events (workshops and field visits) as a major aspect of conducting and disseminating research.

SELECTIVE PLACEMENT FACTOR (SCREEN OUT): The scientist must have demonstrated research expertise in cultural studies, anthropology, sociology, recreation, law and policy, natural resource management, environmental education, or a similar field using tools and methods applicable to research about the engagement of underrepresented or under-resourced communities in outdoor/natural/public lands and spaces.

This is an interdisciplinary position and may be filled in any of the job series listed below.
Social Science Series (0101):
Degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study in behavioral or social science; or related disciplines appropriate to the position.
OR
Combination of education and experience -- that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
OR
Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

Biological Science Series (0401):
Degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
Combination of education and experience with courses equivalent to a major described above, plus appropriate experience or additional education.

In addition to meeting the basic series requirements, you must also possess experience and/or directly related education in the amounts listed below.
GS-12: One year of specialized experience at or equivalent to the next lower grade level (GS-11). Specialized experience at this level is defined as:

--Conducting the full cycle of scientific research (including all of the following: identifying research topics, defining study objectives, organizing and conducting the research, interpreting the results, and presenting the findings in the form of reports, demonstrations, manuscripts, and other appropriate technology transfer activities

). The full cycle of research must be in one or more of the following areas

: 1) understanding recreation experiences, preferences, barriers, and incentives for communities who have historically been underrepresented and/or under resourced; 2) improving the delivery of government benefits and services, similar to those relevant to outdoor/natural/public lands and spaces, to ensure that families of all backgrounds can access opportunity; 3) improving information on how the demographics of society are changing and how those changes will impact the way people value and use outdoor/natural/public lands and spaces; (4) explorations of the "relevancy" of outdoor/natural/public lands and spaces, which is either related to long-standing relevancy that has not been emphasized or new relevancy emerging due to a changing society; and 5) studying new methods to assess whether proposed and existing laws and policies advance equity and inclusion.
--Collaborating with researchers from other disciplines (e.g., disturbance ecologists, economists, statisticians) and institutions (e.g., universities, federal agencies, tribes, NGOs) and varied publics to propose, plan, carry out and report on research.

OR
Conferred Ph.D. degree that included scientific research in areas related to the work of the position which is development and dissemination of knowledge needed to improve management of Federally managed wilderness and includes coursework in areas such as social science, anthropology, economics, geography, cultural studies, law, planning, environmental education, recreation, natural resource management, biology and ecology.

GS-13: One year of specialized experience at or equivalent to the next lower grade level (GS-12). To qualify at this grade level your resume must reflect the following specialized experience:
--
Conducting a diversity or body of research relevant to addressing a wide range of cross-cutting research needs for the stewardship outdoor/natural/public lands and spaces as a Principal Investigator or project member on multiple studies that include the full cycle of scientific research (including all of the following: identifying research topics, defining study objectives, organizing and conducting the research, interpreting the results, and presenting the findings in the form of reports, demonstrations, manuscripts, and other appropriate technology transfer activities). The full cycle of research must be relevant to: 1) understanding recreation experiences, preferences, barriers, and incentives for communities who have historically been underrepresented and/or under resourced with respect to outdoor/natural/public lands and spaces; 2) improving the delivery of government benefits and services, related to management of outdoor/natural/public lands and spaces, to ensure that families of all backgrounds can access opportunity; 3) improving information on how the demographics of society are changing and how those changes will impact the way people value and use outdoor/natural/public lands and spaces; (4) explorations of the "relevancy" of outdoor/natural/public lands and spaces, which is either related to long-standing relevancy that has not been emphasized or new relevancy emerging due to a changing society; and 5) studying new methods to assess whether proposed and existing outdoor/natural/public lands and spaces management laws and policies advance equity and inclusion.
--Collaborating with researchers from other disciplines (e.g., disturbance ecologists, economists, statisticians) and institutions (e.g., universities, federal agencies, tribes, NGOs) and varied publics to propose, plan, carry out and report on research related to management of outdoor/natural/public lands and spaces.
--Developing and disseminating research findings in collaboration with managers and planners for presentation at conferences or scientific meetings and publishing results in peer-reviewed journals.

NOTE: At the GS- 13 grade level, graduate level education alone is not qualifying at this grade level. To qualify at this grade, you must possess the specialized experience listed above.

This is a research scientist position and is classified under the scientist career plan. Research scientists have open-ended promotion potential. Research accomplishments and their impact on the duties and responsibilities of positions are evaluated periodically. The grade level is limited only by the individual's demonstrated ability to perform research of recognized importance to science and technology. Final grade level will be determined by a peer review panel. The purpose of the initial review panel is to determine the grade level upon entry into a position.
